Can you identify these people?

These photos are from the Gary Parson collection. They are slides he took at South Cle Elum in the late 1970s. We are hoping someone can identify the people in the photos. You can click on the image to enlarge it.
UPDATE: The man in the depot has been identified as agent Jack V. Carter. (Thank you to Allen Miller and Dan Steinhoff for identifying Mr. Carter.)
